Однако это была отнюдь не первая и далеко не последняя попытка найти оптимальное решение такой непростой задачи, как создание системы управления проектной архитектурно-градостроительной деятельностью в советской столице в довоенный период. Некоторые из проведенных в тот период преобразований касались только планировочных мастерских, как это имело место, например, в 1935 году после принятия постановления СНК СССР и ЦК ВКП(б) «О генеральном плане реконструкции г. Москвы». Другие повлекли за собой коренную перестройку проектного дела, как это имело место в 1939 году.
Хотя каждая из реформ проектного дела формально была нацелена на решение конкретных задач реконструкции Москвы, в реальности они решали и другие задачи, среди которых можно назвать концентрацию архитекторов в государственных мастерских, усиление контроля за их деятельностью и т.п. В некоторых преобразованиях находили отражение и весьма непростые взаимоотношения руководства страны и города с архитекторами. Например, поводом для реформы 1939 года в соответствии с постановлением Моссовета стало невыполнение отделами проектирования и планировки постановления «О генеральном плане реконструкции г. Москвы» и игнорирование «Правил о порядке застройки города Москвы».
Таким образом, история преобразований проектного дела в Москве дает возможность расширить представления о путях и характере взаимодействия советских архитекторов и власти в 1930-е годы.
Issues of Interaction Between Architects and the Government Based on the Materials of the Design System Transformations in Moscow in the 1930s
Despite the numerous transformations of the design system in Moscow in the 1930s, the most famous up today is the creation of the design and planning departments in the Moscow City Council in the autumn of 1933, with a system of design and planning workshops attached to them. Exactly at that moment, B.M. Iofan headed one of ten planning workshops.
However, this was by no means the first and far from the last attempt to find the optimal solution to such a difficult task as creating a management system for design architectural and urban planning activities in the Soviet capital in the pre-war period. Some of the transformations carried out at that time concerned only planning workshops, as was the case, for example, in 1935, after the adoption of the resolution of the SNK of the U.S.S.R. and the Central Committee of the CPSU (Bolshevik) ‘On the General Plan for the Reconstruction of Moscow’. Others entailed a radical restructuring of the design business, as it happened in 1939. Although each of the design system reforms was formally aimed at solving specific tasks of the Moscow reconstruction, in reality, they also solved other problems. Among which there was concentration of architects in state workshops, strengthening control over their activities, etc. Some of the transformations also reflected the rather uneasy relationship between the leadership of the country or the city with architects. For example, in accordance with the resolution of the Moscow City Council, a reason for the reform of 1939 was the failure of the design and planning departments to comply with the resolution ‘On the General Plan for the Reconstruction of Moscow’ and ignoring the ‘Rules on the Procedure for Building the City of Moscow’. Thus, the history of the transformations of the design business in Moscow makes it possible to expand the understanding of the ways and the nature of interaction between Soviet architects and the Soviet government in the 1930s.
