International Design Competition for New Gwanghwamun Square
Конкурс посвящен модернизации центральной сеульской площади Кванхвамун. Не смотря на то что это место на протяжении многих столетий является главным в городе, оно до сих пор не обустроено должным образом. Задача – создать здесь пространство, ориентированное на людей, и в то же время подчеркнуть историческую значимость площади, сделать ее визитной карточкой Кореи. С победителем планируется заключить контракт на дальнейшую разработку проекта.

Gwanghwamun Square is the central space of Seoul, the capital of the Republic of Korea, and an iconic place that represents this country’s identity. This place was the center of dynasty politics in the Joseon period (1392-1910), and the epicenter of democratic movements in modern Korea, including the April Revolution (April 19) in 1960 and the June Democratic Uprising in 1987. Crowds filling downtown Seoul during the 2002 World Cup showed new possibilities for the square, and the power of the people led to the 2016 Candlelight Revolution. The Gwanghwamum Square as the center of the movement has become a symbol of government by the people.
The Gwanghwamun area was damaged and distorted during the Japanese colonial period (1910-45) and was used primarily for motor traffic during Korea’s industrialization in the 1960s through 1980s. As such, the area could not regain its original function and status. Thus, the effort to restore its historicity and the sense of place started from the 1990s, through the project to rebuild and restore Gyeongbokgung got fully underway. Gwanghwamun Square was initially created for citizen to enjoy by reducing the number of traffic lanes on Sejong-daero in 2009. However, Seoul citizen are still not fully satisfied with the square. Critics described fundamental problems of the square as “It’s just a giant median strip”; “The square is a very uncomfortable place that even lacks of shelters to avoid the sun”; and “The historicity of the place has not been fully recovered.” Other problems such as pedestrian inconvenience, traffic noise, and absence of convenience facilities were also continuously pointed out.
Now, it is the time for Gwanghwamun Square to be rebuilt into a people-centered space with restored historical significance and greater convenience. We need to properly bring back the historicity and the sense of place for the square and make it a place where the present and future coexist. Most of all, we need to turn it into a central spot that represents Korea, allowing Seoul citizen and both domestic and oversea tourists to experience the nation’s history and identity.
Also, the square and the urban space behind divided by the street needs to be organically linked and easy access is to convenience facilities should be provided. The Seoul Metropolitan Government has a master plan to turn the downtown into a people-centered and pedestrian- friendly space. In this context, Gwanghwamun Square should be a centerpiece of the walking experience in Seoul’s historic downtown and a place that is safe and convenient for citizen in their everyday lives and where everyone can have fun and be harmonized by each other.
Accordingly, Seoul Metropolitan Government has prepared this design competition and the aim is to resolve the problems of Gwanghwamun Square identified since its opening in 2009 and turn it into an iconic place in Korea that encompasses the past, present and future.
These guidelines are based on the purpose and direction of ‘The Principles and Directions for the Improvement of Gwanghwamun Square by ‘The Gwanghwamun Forum’, and ‘The Master Plan for New Gwanghwamun Square’ that was made upon the agreement between Seoul Metropolitan Government and the Cultural Heritage Administration.
