The district where the complex will be built is one of the problem areas. It is really a “knot”- there are endless traffic jams, the only preserved area in Perm and "patch" ownership of land. The complex, designed by Ilya Utkin, includes three buildings built in line transversally to delta of streets. They are grouped together: in the bottom by the single rectangle of underground parking part and at the top by hanging pedestrian bridges. On the ground there are highways but there is no a traffic circle and the pattern of streets is mostly the same, it’s a triangle traffic geometrically adjusted. The main Lenin Street, still curves but gets rid of pedestrian passages (they are moved up) and widens. Over the ravine the route is separating from the bridge, it opens the way to the complex on the north side. Two of the three buildings house office centers and the third, northern, is administration building. All of them have austere style close to art deco and are united by asymmetric composition around the centre. One of the buildings is the centre: it consists of four identical towers set at angles of common pedestal. Tower are lined at full height by flat pilasters and in three levels are connected by arched bridges and and from the ravine look like ceremonial propylaeum - gates of the city. To the south there is another office building with alike square layout but twice smaller resembling a ziggurat (stepped pyramid). The pyramid is hollow, and the steps sequentially merge, forming an atrium with a glass top.
